Having looked at the video and seen an artists impression, a few things strike me about this proposal.
1. They seem to have cleared away both the Cafe and the disabled flying club from the nearside of the airport [would they relocate them elsewhere?] and if they did would that mean no more public access to this new build area?
2. The hangar area on the right seems to go to the end of the site and currently that end of the car park is access to Yateley Common which is a public footpath and leisure area.
3. To get back the substantial investment that would be needed to build all this new infrastructure, they would surely need much longer opening hours than they have currently to attract the volume of business traffic to make the venture viable. Not sure how that would go down with the local community?

The video appears to show the Pathfinder Cafe logo on the front (western end) of the main building.
A significant increase in income would be needed to justify the level of investment required for these developments. So, not just a common land and physical planning application to be broached, but also operating hours, movements limits and aircraft weight limit increases would need to be approved by the local authorities.

By my reckoning, the main terminal building / tower and vehicular access would be relocated much further west, to near the disused north-south runway / plastic hangars.
A significant amount of investment would indeed be required if hangar / apron facilities were to be provided along virtually the full length of the runway, as appears to be being suggested.

I submitted my comments a while ago, direct to the Planning Inspectorate and also copied in the Airport.
The last day for submissions is Friday 16th February.
